Submission of Material for Accepted Papers
If the manuscript is accepted for publication the authors are required to deliver the following three items:
- Completed electronic copyright form. It is to be completed by logging-in on the Manuscript Central website, going to the "corresponding author center," finding the title of the accepted manuscript, clicking on "copyright submission" and following the instructions on screen

The final manuscript in PDF format formatted using the IEEE template for
two-column transactions style

with tables and figures embedded at the desired places. This PDF will be
preposted on IEEE Xplore. This PDF file is to be sent, via e-mail, to the
journal administrator, Mark van Gils (Mark.vanGils@vtt.fi). Please note
the following:
- the electronic copyright form has to be completed first in order to PrePost the manuscript.
- at the bottom of the first page of the paper the following text has to be included: "Copyright (c) 2007 IEEE. Personal use of this material is permitted." We will not be permitted to prepost any papers without this text.
- the files must be in any PDF version from 1.4 (Acrobat 5) thru 1.7 (Acrobat 8).
- The completed and signed TITB transmittal sheet and final manuscript files for editing by IEEE Publications. Details on this are outlined in the e-mail the corresponding author receives upon acceptance of the manuscript. Manuscript files are to be delivered on CD-ROM, floppy-disk or may be e-mailed. In addition, one (1) paper hard-copy is required with the manuscript formatted in two-column transactions style. This copy will serve as confirmation of the publication length of the manuscript at submission. The signature on the accompanying transmittal sheet signifies the author's confirmation that overlength page charges will be paid when billed.

By policy, IEEE owns the copyright to the technical contributions it publishes on behalf of the interests of the IEEE, its authors, and their employers; and to facilitate the appropriate reuse of this material by others. To comply with United States copyright law, authors are required to sign and submit a completed IEEE Copyright Form with the finalized manuscript prior to publication. This form, which is to be completed electronically, returns to authors and their employers full rights to reuse their material for their own purposes. The form is to be completed once the manuscript has been accepted for publication. Completion is done by logging-in on the Manuscript Central website.
Upon acceptance of a manuscript for publication, the author(s) or his/her/their company or institution will be asked to pay a voluntary charge of $110 per page to cover part of the cost of publication of the seven pages which comprise the standard manuscript length (two pages for communications). Upon payment of these voluntary charges, the author will be entitled to 100 free, black-and-white reprints (without covers).
The author(s) or his/her/their company or institution will be billed $250 per each page in excess of the first seven published pages (two for communications). However, if the voluntary charges are paid, the mandatory overlength charges are reduced to $110.00 per page. Payment of these charges is not negotiable or voluntary. Further, submission by the author of his/her manuscript to these transactions signifies acceptance of the requirement to pay mandatory page charges.
The Publisher holds the right to withhold publication of the current submission or any future submissions from the author(s) if this charge is not honored. To avoid incurring mandatory page charges, the author(s) are strongly advised to practice economy in the original manuscript submission and restraint in preparation of the final manuscript following peer review.
Authors may submit a color figure with instructions to use the color for display in IEEE Xplore only while publishing a black & white figure in the print issue. When a color figure is processed for web-only publication, there is no expense associated with the figure. Color costs still apply to figures processed for color print publication as follows: Color reproduction is expensive and all charges for color are the responsibility of the author. There will be a charge of $125 for each figure; this charge may be subject to change without notification. In addition, there are printing preparation charges which may be ESTIMATED as follows: color reproductions on four or fewer pages of the manuscript: a total of approximately $1000; color reproductions on five pages through eight pages: a total of approximately $2100; color reproductions on nine through 12 pages: a total of approximately $3200, and so on. Payment of fees on color reproduction is not negotiable or voluntary, and the author's agreement to publish the manuscript in the transactions is considered acceptance of this requirement.
In line with the National Institutes of Health (NIH) Public Access Policy, IEEE acknowledges that the broad and open dissemination of NIH-funded research results may benefit not only future science and engineering initiatives, but may also serve the greater interests of society as a whole. A carefully considered and practical application of this principle is essential so as to ensure the scholarly value of the original work and the value added to the work throughout the editing and publishing processes. IEEE's position with respect to public access to NIH-funded work published in IEEE journals is as follows:
- IEEE authors may voluntarily submit their funded work to PubMed Central (PMC) in the 12th month of the print publication
- IEEE will supply authors of funded work with the final versions of their papers, which authors may then submit directly to PMC
IEEE already makes its content available to the general public worldwide through its content delivery web site, IEEE Xplore, and remains committed to the idea of convenient, timely and affordable access to scholarly and professional publications. See also the statement at the IEEE website.
